Course Description:

Today we live in a world where terrorism, the actions of unstable people, and the dangerous impulses of friends and relatives are very real and becoming increasingly more frequent.

Massive bleeding from any cause, but particularly from an active shooter or explosive event where a response is delayed can result in death. Similar to how the general public learns and performs CPR, the public must learn proper bleeding control techniques, including how to use their hands, dressings, and tourniquets. Victims can quickly die from uncontrolled bleeding, within two to three minutes!

However, anyone at the scene can act as immediate responder and save lives if they know what to do. BleedingControl.org supports Presidential Policy Directive 8, which targets preparedness as a shared responsibility of the government, the private and nonprofit sectors, and individual citizens.

Samuel DeSimone - CEO/Lead Instructor

Samuel comes from a Law Enforcement and competitive shooting background with over 14 years of experience instructing Police Officers and civilians in a vast range of topics including but not limited to firearms, active shooter/killer response, CQB/high risk warrant service tactics, and tactical medicine for Law Enforcement and medical personnel; providing both end-user and instructor level training to numerous Local, State, and Federal Law Enforcement Agencies located throughout the Commonwealth of Pennsylvania and the east coast. Since 2015, Samuel has been a certified General Police Academy instructor through the Pennsylvania Municipal Police Officers' Education & Training Commission while also being a Specialty Instructor in the topics of Defensive Tactics, First Aid/CPR/Tactical Medicine, and Firearms where he primarily teaches the 124 hour basic firearms program. As a competition shooter, Samuel is a member of both USPSA and IDPA where he is ranked Master Class in Carry Optics Division ranking him in the top 3% of IDPA shooters in the nation.

Samuel is also a Nationally Registered Emergency Medical Technician with a training focus in tactical medicine where he was previously tasked to provide tactical medical support as a collateral duty during Law Enforcement tactical operations, mostly tasked with the apprehension of armed and violent criminal offenders. Samuel is Tactical Responder Certified (TR-C #47) by the International Board of Specialty Certifications as a tactical medical responder.

Throughout his career as a Law Enforcement Officer he has held a variety of high risk assignments, some of which included conducting investigations into narcotics, violent crimes, and organized criminal enterprises, where he served on a multi-jurisdictional task force working with State, Local, and Federal Agencies. During his time assigned as a task force officer he conducted high risk operations such as, covert surveillance, high risk warrant service, and vehicles assaults/interdictions on targeted suspects as part of his duties. Samuel is now assigned as the training Sergeant where he oversees training within his agency. Along with teaching, Samuel also regularly attends training from some of the most reputable instructors across the nation, and while doing so, has documented an excess of 4800 documented training hours over the last 14 years.
