About the Event

Today we live in a world where terrorism, the actions of unstable people, and the dangerous impulses of friends and relatives are very real and becoming increasingly more frequent.

Massive bleeding from any cause, but particularly from an active shooter or explosive event where a response is delayed can result in death. Similar to how the general public learns and performs CPR, the public must learn proper bleeding control techniques, including how to use their hands, dressings, and tourniquets. Victims can quickly die from uncontrolled bleeding, within two to three minutes!

However, anyone at the scene can act as immediate responder and save lives if they know what to do. supports Presidential Policy Directive 8, which targets preparedness as a shared responsibility of the government, the private and nonprofit sectors, and individual citizens.


Samuel DeSimone, NREMT, TR-C - is a Law Enforcement Officer with over 10 years of experience in several aspects of Law Enforcement, some of which he has been tasked with conducting investigations into narcotics and organized criminal enterprises where he previously served on a task force working with local, state, and federal agencies. Samuel is also a Nationally Registered Emergency Medical Technician and has provided medical support on entry teams tasked with the apprehension of armed and violent criminal offenders. Samuel has over 4000 hours of training and is certified as an instructor in various categories such as Firearms Instructor, CQB Tactics Instructor, and certified Tactical Medicine Instructor through the United States Department of Homeland Security, National Association for Emergency Medical Technicians, and Advanced Law Enforcement Rapid Response Training. Samuel is the Owner/Lead Instructor for a local training and consulting company, Evolution Training Solutions, LLC Training Law Enforcement and Civilians in the use of Firearms and Tactical Medicine. Samuel also works as an adjunct instructor for the Pennsylvania Municipal Police Officers Academy.
