Why establish a Designated Marksman Program for Law Enforcement?

The purpose of a law enforcement designated marksman program is to provide specialized, highly trained personnel who can deliver precision marksmanship and enhanced situational awareness in various critical scenarios. Specifically, the program aims to address areas of the following:

1. High-Risk Warrant Service: Provide overwatch, observation, and surveillance during the execution of high-risk warrants, protecting law enforcement officers from potential threats by monitoring the area. This includes identifying and tracking suspicious activities or individuals and engaging hostile threats if necessary to prevent harm to officers and innocent civilians.

2. Large-Scale Events: Ensure public safety at large gatherings by deterring criminal activity and providing rapid response to potential threats, minimizing the risk of harm to attendees through precise engagement if required.

3. Public Venues: Enhance security in crowded locations such as sports arenas, concert halls, and other public spaces by identifying and neutralizing threats quickly and accurately to prevent mass casualty incidents.

4. Bridge gap until higher trained sniper units arrive: Offer precision marksmanship capabilities in high-risk operations until more specialized sniper units can arrive on the scene. This ensures immediate tactical support and effective threat management during the critical initial phases of an operation.
